HB2105 by Shine (Relating to the territory and board of directors of the Bell County Water Control and Improvement District No. 1; creating a criminal offense.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Special District Local Laws Code to modify the Board of Directors of certain Water Control and Improvement Districts by establishing a system of single-member director precincts.  The bill would create a new offense for holding the position of Director under certain circumstances.

The offense created/expanded by this bill would be a misdemeanor punishable by fine only.

Local Government Impact

An offense under the provisions of the bill would be a misdemeanor punishable by a fine of not less than $100 or more than $1,000. Costs associated with enforcement and prosecution could likely be absorbed within existing resources. Revenue gain from fines imposed and collected is not anticipated to have a significant fiscal impact.
