No fiscal implication to the State is anticipated.

The bill would amend the Water Code to authorize persons with groundwater ownership and rights to petition a groundwater conservation district (GCD) where the property that gives rise to the ownership and rights is located to adopt certain rules.

Local Government Impact

According to Edwards Aquifer GCD, no fiscal impact is anticipated.

According to Bandera County GCD, a fiscal impact would occur only if the District is petitioned by groundwater rights owners. Any costs would stem from the public hearing and rule making process.

According to Bluebonnet GCD, the bill would create an open-ended possibility of challenging rulemaking by the district. Delays from these challenges could have a substantial fiscal impact.
