No significant fiscal implication to the State is anticipated.
The bill would create a temporary Generate Recurring Oil Wealth for Texas (Grow Texas) study Commission (commission).
The commission would consist of 7 members appointed by the Governor (3), Lieutenant Governor (2) and the Speaker of the House (2). The commission would be charged with developing recommendations relating to specific needs of areas of the state where oil and gas is produced, and with preparing not later than December 31, 2020 a report based on its findings and research. The commission would be subject to Chapters 551 (open meetings) and 552 (public information) of the Government Code.
This bill would take effect January 1, 2020 but only if the constitutional amendment proposed by the 86th Legislature, Regular Session, 2019, is approved by the voters. If that amendment is not approved by the voters, this bill would have no effect .
