The bill would have an indeterminate fiscal impact to the state because the amount of license applications that would be received and associated revenue for the Class C menhaden boat license cannot be determined.

The bill would amend Parks and Wildlife Code to create a Class C menhaden boat license. The bill would take effect September 1, 2019.

According the Comptroller of Public Accounts, the amount of license applications and associated revenue for Class C menhaden boat licenses cannot be determined. Additionally, it cannot be determined how many current Class A menhaden boat licensees would choose to obtain a Class C license instead. Based on analysis of the Parks and Wildlife Department, duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.

This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either in, with, or outside of the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.

Local Government Impact

No fiscal implication to units of local government is anticipated.
