The fiscal implications of the bill cannot be determined at this time.

The bill would prohibit any state entity or local government from enforcing federal statutes, rules, regulations, or orders that would regulate a firearm suppressor, if the federal statute, rule, regulation, or order does not exist under the laws of this state. State and local governments would be prohibited from receiving state grant funds if they enforced such a federal regulation. The bill would also create a process by which a citizen could file a complaint with the Office of the Attorney General alleging a violation of the prohibition. The bill would also repeal a state prohibition on the possession, manufacture, transport or sale of firearm silencers.

The Comptroller of Public Accounts indicates that the fiscal implications of the bill cannot be determined. The number of offenses or cases of noncompliance with current or prospective law is unknown. The number of entities that would be prohibited from receiving state grants, and any resulting fiscal implications, is unknown.

The Office of the Attorney General is unable to determine how many complaints it may receive under this legislation, but indicates that it would be able to absorb any additional legal work generated by the bill with the current staffing.
