March 19, 2019

TO:
Honorable Terry Canales, Chair, House Committee on Transportation

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB2310 by Vo (Relating to the information necessary to appropriately title certain flood damaged vehicles that have been repaired with federal financial assistance.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code Section 501.09112 to require the Department of Motor Vehicles (DMV) and the Texas Division of Emergency Management to coordinate with the Federal Emergency Management Agency (FEMA) to ensure that DMV has information necessary to apply a flood damage notation to the title of a vehicle that is a salvage motor vehicle due to damage exclusively caused by flood and that has been repaired or salvaged using financial assistance from FEMA.

Based on the information and analysis provided by DMV and the Department of Public Safety, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
