No significant fiscal implication to the State is anticipated.

The bill would require the Texas Department of Criminal Justice (TDCJ), Texas Workforce Commission (TWC), and the Office of Court Administration (OCA) to develop a five-year plan to reduce recidivism by facilitating stable employment for persons released from incarceration by December 1, 2020. According to TDCJ, TWC, and OCA, any costs associated with the provisions of the bill could be absorbed within existing recourses. The bill would take effect September 1, 2019.

No fiscal implication to units of local government is anticipated.
