No significant fiscal implication to the State is anticipated.
This bill would amend the Occupations Code relating to the regulation of massage schools and the issuance of a permit to massage school students. Based on information provided by the Texas Department of Licensing and Regulation (TDLR), this analysis assumes that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
Based on the analysis of TDLR, it is assumed that 1,300 massage therapy students would obtain a permit each year. TDLR would be able to issue permits to these students with existing resources and the revenue from the issuance of student permits would not be significant. This analysis assumes that any increased cost to TDLR, which is statutorily required to generate sufficient revenue to cover its costs of operation, would be offset by an increase in fee generated revenue.
The bill would take effect on September 1, 2019.
