No significant fiscal implication to the State is anticipated.
This bill would amend the Occupations Code relating to the regulation of massage schools and the issuance of a permit to massage school students and student interns. Based on information provided by the Texas Department of Licensing and Regulation (TDLR), this analysis assumes that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
Based on the analysis of TDLR, it is assumed that 1,300 massage therapy students would obtain a permit each year. TDLR would be able to issue permits to these students with existing resources and the revenue from the issuance of student permits would not be significant.
The bill would take effect on September 1, 2019.
