No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code and the Natural Resources Code to create rules for a contested case hearing held by, or on the behalf of, the Railroad Commission regarding the application for a permit for a surface coal mining and reclamation operation. Based on analysis of the Railroad Commission and the State Office of Administrative Hearings, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
