April 29, 2019

TO:
Honorable Dade Phelan, Chair, House Committee on State Affairs

FROM:

Legislative Budget Board

IN RE:
HB2509 by Gutierrez (relating to monitoring a state agency's compliance with the requirement to purchase certain goods and services from a community rehabilitation program.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 122, Human Resources Code, by adding Section 122.0096 to require the Texas Workforce Commission (TWC) to notify the State Auditor's Office (SAO) if the TWC determines that a state agency did not comply with certain requirements related to procuring products and services from community rehabilitation programs. In addition, the bill would authorize the TWC to request that the SAO conduct an audit of such a state agency to determine compliance with Chapter 122, Human Resources Code.

The SAO and TWC indicate that there would be no significant fiscal impact.

Local Government Impact

No fiscal implication to units of local government is anticipated.
