No significant fiscal implication to the State is anticipated.
The bill would amend Transportation Code, Section 223.208, relating to terms of private participation in a comprehensive development agreement (CDA), to stipulate that certain provisions for toll collections and enforcement applicable to the Texas Department of Transportation (TxDOT) in Chapter 228 do not apply to a private participant or subcontractor under a CDA for a toll project located in a county with a population of 3.3 million or more if the CDA was entered into with TxDOT before September 1, 2017.
Based on the information and analysis provided by TxDOT, it is assumed implementation of the bill would not result in an impact to the operations of current TxDOT CDA toll projects.
