FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 1, 2019

TO:
Honorable Tom Craddick, Chair, House Committee on Land & Resource Management

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB2589 by Lozano (Relating to county consent for certain municipal annexations.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to require county consent for municipal annexations in certain counties.

Local Government Impact

According to the Texas Association of Counties, the bill would not have a fiscal impact on counties.

According to the Texas Municipal League, the bill would apply to Corpus Christi.  According to the City of Corpus Christi, the fiscal impact of the bill cannot be determined; however, it would have a significant impact on the current, planned and future economic development projects in the region as the bill would limit its future annexation plans.  Also according to the city, this bill would place the Corpus Christi at a disadvantage to other cities in the state that do not have to go through the county approval process in the bill.
