No significant fiscal implication to the State is anticipated.
The bill would amend Subchapter A, Chapter 112, Transportation Code to prohibit a state agency from issuing any permit required for the construction of a high-speed rail project or negotiating or entering into an agreement with a private entity for right-of-way access for the project unless the state agency determines that the private entity has obtained all necessary federal approvals and permits for construction of the project.
Based on the analysis of the Texas Department of Transportation and the Parks and Wildlife Department, it is assumed implementation of the bill would not result in a significant fiscal or operational impact to the State or state agencies.
