HB2612 by Perez (Relating to the establishment of a constable's department civil service system in certain counties; creating an offense.), As Introduced

No significant fiscal implication to the State is anticipated.

This bill would amend the Local Government Code to authorize certain counties to create a civil service system for employees of the county constable's department.  The bill provides that the system could be created either by petition and election of the employees or by order of the county commissioners court.  The bill details the powers of a civil service commission to manage the system and provides provisions for its dissolution.

According to the Secretary of State (SOS), the bill would have no significant fiscal impact to the State.  the office would be able to update advisory and training materials using existing resources.

Local Government Impact

According to Harris County, the bill would cost the county an estimated $535,000 per year. This cost would primarily be for 2 FTE staff members and 2 Assistant County Attorney FTEs to handle the appeals process.
