LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 22, 2019

TO:
Honorable Brian Birdwell, Chair, Senate Committee on Natural Resources & Economic Development

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB2675 by Geren (Relating to the repeal of the provisions providing for the suspension of the collection of certain fees when the balance in the oil and gas regulation and cleanup fund exceeds a specified amount.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 81 of the Natural Resources Code to repeal requirements regarding the cessation of the collection of oil-field cleanup regulatory fees on oil and gas if the balance of the General Revenue-Dedicated Oil and Gas Regulation and Cleanup Account 5155 exceeds $30 million and the Railroad Commission certifies that fact. Because the Railroad Commission has never certified that the balance of account has reached $30 million, the Comptroller has never ceased collection of the cleanup regulatory fees. It is assumed that the bill would not have a significant fiscal impact.

Local Government Impact

No fiscal implication to units of local government is anticipated.
