No significant fiscal implication to the State is anticipated.

The bill would amend the Natural Resources Code related to the registration of liquefied petroleum gas container manufacturers and the regulation of liquefied petroleum gas licensees. The bill would take effect September 1, 2019.

According to the Comptroller of Public Accounts, the amount of licensing and registration revenue associated with liquefied petroleum gas activities cannot be determined. Additionally, there could be a period of time when revenue is not collected if the Railroad Commission does not establish new rules related to license categories by September 1, 2019. The Railroad Commission has indicated the bill would have no effect on registration and license revenue related to liquefied petroleum gas activities.

Based on analysis of the Department of Insurance, Board of Plumbing Examiners, and the Railroad Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
