No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 265 of the Family Code to require the Department of Family and Protective Services (DFPS) to coordinate with the Health and Human Services Commission (HHSC) to promote the referral of pregnant women receiving services through a public benefits program administered by HHSC or a health and human services agency to a nurse-family partnership program. The bill would also require DFPS to report the sources from which pregnant women were referred to a nurse-family partnership program in the preceding two-year period. DFPS and HHSC determined that the provisions of the bill could be implemented using existing resources. The bill would take effect September 1, 2019.
