No fiscal implication to the State is anticipated.

Local Government Impact

The bill would require the City of Houston to transfer all ownership interests in the Allens Creek Reservoir project to the Brazos River Authority (BRA) by January 1, 2020, for an amount paid by BRA not to exceed $23.0 million. According to City of Houston, direct expenditures to date for the project by the City have exceeded $23.0 million. BRA anticipates total project costs would range from $350.0 to $500.0 million, contingent on the results of federal permitting, and would likely be funded via a combination of financing mechanisms, including the State Water Implementation Fund for Texas through Texas Water Development Board.
