No significant fiscal implication to the State is anticipated.
The bill would require The University of Texas (UT) Health Science Center at Houston to establish and administer a competitive grant program to promote early literacy. The bill would require UT Health Science Center at Houston to actively seek and apply for available federal money, and would permit the institution to fund the program with appropriated state funding, gifts, donations, grants, and in-kind contributions from public and private sources. The bill would also establish that the institution may use program funds to administer the program and purchase materials for the program.
It is assumed that the provisions of the bill requiring the institution to administer the program and award competitive grants could be absorbed utilizing existing resources and donations to the program. It is also assumed that the provision of the bill requiring the institution to submit a biennial report could be absorbed utilizing existing resources.
