LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 7, 2019

TO:
Honorable Jeff Leach, Chair, House Committee on Judiciary & Civil Jurisprudence

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB2890 by Johnson, Julie (Relating to the terminology used to refer to an individualized education program team.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill directs the Texas Education Agency and other state agencies to end the use of the phrase "admission, review, and dismissal committee" and instead to use the phrase "individualized  education program team" when producing new regulations and materials.

Under the assumption that state agencies would interpret the legislation to prospectively require the use of individualized education program terminology in the future, this analysis assumes that the bill's requirements could be absorbed using existing resources.

Local Government Impact

Under the assumption that school districts and charter schools would interpret this legislation to prospectively require the use of  individualized education program terminology, no significant fiscal implication is anticipated.
