No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to transfer certain responsibilities for specialty court programs to the Office of Court Administration (OCA) from the governor's Criminal Justice Division and require specialty court programs to register with OCA, receive written verification of compliance from OCA, and report performance information to the Texas Judicial Council and the OCA.
 
The bill would require the OCA to provide technical assistance to specialty court programs, upon request, and monitor the specialty court programs for compliance with best practices approved by the Texas Judicial Council.
 
Based on the analysis of the OCA, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
 
The bill would take effect September 1, 2019.
