The fiscal implications of the bill cannot be determined at this time because the fiscal impact would be dependent on the frequency institutions of higher education would have to issue student identification cards.
The bill would require the Higher Education Coordinating Board to develop standards governing the form and appearance of a student identification card issued by an institution of higher education. The standards must include the following: 1) a distinguishing number assigned by the institution of higher education, 2) a photograph of the entire face of the student, 3) the full name and date of birth of the student, 4) a brief description of the student, 5) the student's residence address, or for certain students, the street address of the courthouse in which the student or student's spouse serves as a federal judge or state judge, and 6) an expiration date. The student's identification card must include a facsimile of the student's signature or a space on which the student shall write the student's usual signature in ink on receipt of the identification card. The change in law applies with the student identification cards issued by public institutions of higher education for the 2020-21 academic year.
Institutions of higher education reported that they reissue identification cards frequently as students often change addresses each year. As an example, the University of Houston System reported that the costs could exceed $600,000 approximately every three to six years, plus an additional $100,000 annually for re-carding for address changes. The fiscal implications of the bill cannot be determined at this time because the fiscal impact would be dependent on the frequency institutions of higher education would have to issue student identification cards.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
