No significant fiscal implication to the State is anticipated.
The bill would create the Texas Interim Commission on Judicial Selection to study recommendations upon the method by which statutory county judges, district judges, and appellate judges are selected for office and file a report by January 11, 2021.
The members asked to serve on the commission would not receive compensation but may be reimbursed for actual and necessary expenses incurred while performing the duties of the commission. Under the provisions of the bill, such reimbursements would be paid from the contingent expense fund of the Senate and House of Representatives equally.
This analysis assumes that all duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
The commission would be abolished January 18, 2021.
The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house, or September 1, 2019.
