Fiscal Analysis
The bill would establish a professional development grant program to encourage teachers to obtain computer science certifications and continue professional development in coding, computational thinking, and computer science education. The Commissioner of Education would make grants to providers that meet eligibility requirements and who could be institutions of higher education, regional education service centers, school districts or school district partnerships, or nonprofit entities.
Methodology
The Texas Education Agency (TEA) estimates that $810,630 in annual funding would support two types of training opportunities. The first program, at a cost of $450,630, could serve 1,669 technology applications teachers with one day of training each year. The second program, at a cost of $360,000, could provide ten teachers from each education service center region with a 40 hour training program each year.
In order to manage the program the agency estimates that 1.0 FTE would be required to develop criteria and rules for grant eligibility, administer the grant process, monitor the grant, provide technical assistance to educators and providers, and collect and report data related to the grant. This analysis assumes costs associated with this employee would total $175,674 for the biennium.
