No significant fiscal implication to the State is anticipated.

The bill would require the Board of Pardons and Paroles (BPP) to consult with the Office of the Governor to appoint a panel to review certain clemency applications, as outlined in the bill. According to BPP and the Office of the Governor, the duties and responsibilities associated with implementing the provisions of the bill could be absorbed within existing resources. The bill would take effect September 1, 2019.
