HB3121 by Bowers (relating to an interim study of suits affecting the parent-child relationship in cases involving abuse and other harmful conduct engaged in by a party.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the standing committees of each house of the legislature that have jurisdiction over family law issues to jointly study and recommend revisions to the provisions of Chapter 153 of the Family Code relating to the manner in which the courts provide for the safety and best interest of a child when rendering an order for conservatorship and possession of a child. The bill would require the committees to file a report on the study's result to the Governor, the Lieutenant Governor, the speaker of the House of Representatives, and the members of the legislature no later than December 1, 2020.
 
This analysis assumes that all duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
 
The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house, or September 1, 2019. The bill would expire September 1, 2021.
