LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 1, 2019

TO:
Honorable James B. Frank, Chair, House Committee on Human Services

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB3159 by Raymond (Relating to the accreditation of a Medicaid managed care plan.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to only contract with managed care organizations (MCOs), for provision of Medicaid services, that are accredited by a nationally recognized accrediting entity. According to HHSC, there would be a cost associated with increased premiums for MCOs not currently accredited that pursue accreditation due to the requirement in the bill. It is assumed those increased costs can be absorbed within the available resources of the commission.

Local Government Impact

No fiscal implication to units of local government is anticipated.
