No significant fiscal implication to the State is anticipated.

It is assumed that the provisions of the bill relating to utilization reviews within health benefit plans could be absorbed using existing resources at the Department of Insurance and the Employees Retirement System. Additional costs at the Employees Retirement System may result in the need for higher contributions from both the state and plan members, depending upon actual plan experience and the totality of benefit requirements passed by the Legislature.

Based on information provided, the bill would not apply to plans at the Teacher Retirement System, the Health and Human Services Commission, the Texas A&M University System, or the University of Texas System.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
