No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to establish and operate a home-delivered meal pilot program in one or more underserved geographic areas of the state to provide meals to elderly or disabled individuals. The bill would authorize HHSC to contract with a meal provider to provide meals under the program. The bill would establish requirements for packaging, transporting, and delivering the meals. HHSC would submit a report to the legislature on the results of the program not later than December 1, 2020.

HHSC would incur some costs related to developing policies and procedures for the pilot program, for supervising contractors, and amending or establishing contracts with the providers. This analysis assumes that the provisions of the bill could be absorbed using existing resources.

Local Government Impact
