No significant fiscal implication to the State is anticipated.

Under the provisions of the bill, the Texas A&M University System can increase the student medical services fee from $75 for each regular semester to $200 and not to exceed $100 for each term of each summer semester at any institution that is part of the Texas A&M University System. The student medical fee may only be used to finance, construct, operate, renovate, maintain, or improve new or existing student medical facilities or provide medical services to students. The bill would also allow the Texas A&M University System to levy a regular, fixed student fee of $200 per student, an increase from $100 already allowed by statute, for each long semester and not to exceed $100 per student, an increase from $50, for each summer session. Under the provisions of the bill, the fixed student fee may not be increased from one academic year to the next by 10 percent or more, unless the increase has been approved by a majority vote of the students, or by a majority vote of the board of regents taken at a board meeting after giving students an opportunity for public comment on the increase.
