No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code to authorize an emergency services district to provide public health services; contract with the state or local government to provide the services; and charge a reasonable fee for performing the services.
The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2019.
It is assumed that any activities relating to the provisions of the bill can be implemented within existing resources.
Local Government Impact
According to the Texas Association of Counties, counties may experience a positive fiscal impact on those counties that do not have a hospital district and in which an emergency service district provides public health services by reducing covering certain indigent health care costs. However, the extent of that impact cannot be determined at this time.
