The bill would amend the Education Code relating to authorizing a health and wellness center fee at the University of Houston - Victoria. The fee would be charged for the purpose of financing, constructing, operating, maintaining, improving and equipping a health and wellness center. According to the University of Houston System, estimated revenues from donations, user fees, partnerships, and University funds will support approximately 60 percent of the construction and operational costs. The fees are assumed to increase by 3 percent each year due to assumed enrollment growth at University of Houston - Victoria. Revenues are estimated to be $518,000 in fiscal year 2020, $534,000 in 2021, $550, in 2022, $566,000 in 2023, and $583,000 in 2024.
