No significant fiscal implication to the State is anticipated.

The bill would amend the Property Code related to the acquisition of real property for a proposed oil and gas pipeline through eminent domain by a common carrier. Based on analysis of the Railroad Commission, duties and responsibilities associated with implementing the bill provisions could be accomplished by utilizing existing resources.

Local Government Impact

The Rusk County Groundwater Conservation District (GCD) and the North Plains GCD anticipate a significant fiscal impact due to increased published notice requirements and public meeting requirements under the bill provisions. The number of proposed pipelines or segments of pipelines that would require local government entities to publish notice and hold public meetings is unknown, but the indeterminate costs are expected to be significant.
