No significant fiscal implication to the State is anticipated.

The bill would add persons with a disability to the list of economically disadvantaged persons. The bill would require the Comptroller of Public Accounts to adopt rules to provide goals for increasing contract awards by the Comptroller and other state agencies with businesses that are at least 51 percent owned or owned, operated, and controlled by one or more persons with a disability. Based on the analysis of the Comptroller, any costs associated with implementation of the bill could be absorbed within existing resources.
