No fiscal implication to the State is anticipated.
The bill would amend Tax Code Section 311.002, 311.006, and 311.011 regarding the inclusion of certain public safety facilities in tax increment reinvestment zones and the improvements to public safety infrastructure in such a zone.
Section 1 of the bill would, for the purposes of Chapter 311, expand the definition of "project costs" to include costs associated with improvements to fire and police stations.
Section 2 of the bill would amend 311.006 by modifying the restrictions on the composition of the reinvestment zone by prohibiting cities from designating an area as a reinvestment zone unless the area includes police stations and fire stations that serve a majority of the area in the zone.
Section 3 of the bill would amend 311.011 relating to project and finance plans by requiring a project plan to include any necessary improvements to the public safety infrastructure in the zone.
The bill would have no state revenue implications.
The bill would take effect immediately upon enactment, assuming it received the requisite two-thirds majority votes in both houses of the Legislature. Otherwise, it would take effect September 1, 2019. The Act would apply only to a reinvestment zone designated by a city under Chapter 311 on or after the effective date of this Act.
