No significant fiscal implication to the State is anticipated.

The bill would amend the Code of Criminal Procedure to permit a court to grant a convicted person relief on an application for writ of habeas corpus where new non-scientific evidence is available that was not available at the person's trial and the new evidence is material to the person's conviction.
 
The bill would take effect September 1, 2019.
