No significant fiscal implication to the State is anticipated.

The bill provides a formula that the Texas Juvenile Justice Department (TJJD) may use to determine cost savings to the state as it relates to reimbursement to counties who place juveniles in Regional Diversion Alternatives placements. The formula calculates savings by using the average cost of all diversion placements in each fiscal year of the biennium and comparing it to the state secure facilities average daily cost for each fiscal year of the biennium. The bill includes no effective date so for this analysis it is assumed the bill would take effect September 1, 2019.

While the current formula used by TJJD to calculate savings is unknown, no significant fiscal impact is anticipated from the provisions of the bill.
