The fiscal implications of the bill cannot be determined at this time because the costs associated with hosting a rodeo is unknown. While the admission fee may offset some costs, the rate of admission and the number of attendees is unknown.
The bill would amend the Government Code as it relates to a rodeo hosted by the Texas Department of Criminal Justice (TDCJ). Under the provisions of the bill, the TDCJ may charge an admissions fee to offset costs. According to TDCJ, the fiscal impact cannot be determined; however, expenses related to the operation of a rodeo may include additional security measures; transportation to and from a venue for staff, offenders, and livestock; and associated healthcare costs that may arise due to an offender's participation. This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations. The bill would take effect September 1, 2019.
