No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code §623.404 change the distribution of the $6,000 permit fee for the intermodal shipping container port permit authorized by §623.402. The bill would change the amount of the fee deposited to the State Highway Fund (SHF) from 50 percent to 32 percent and to the Texas Department of Motor Vehicles Fund (TxDMV Fund) from four percent to two percent. The bill would change the amount distributed to each county designated on the permit application from 30 percent to 33 percent and to each municipality designated in the permit application from 16 percent to 33 percent. The changes would apply to a permit issued on or after the effective date of the bill. The bill would take effect on September 1, 2019.

The bill would result in revenue losses of $1,080 to the SHF and $120 to the TxDMV for each permit issued beginning in fiscal year 2020. Based on the information and analysis provided by the Department of Motor Vehicles, it is assumed the bill would result in an insignificant revenue loss to the State.

Local Government Impact

The bill would result in increases in the amount of permit fee revenue allocated for distribution to counties and municipalities listed on a permit application by $180 and $1,020, respectively, per permit issued.
