No fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to prohibit a municipality from requiring an owner of a single-family residential structure who is seeking a permit to improve part of that structure to comply with a municipal requirement that is applicable to another part of the structure that is not being improved and not necessary for the permitted improvement. An exception to this prohibition would be granted to conform with requirements of the National Flood Insurance Program.
