No significant fiscal implication to the State is anticipated.
The bill would amend Transportation Code, Section 623.0172, to change the maximum amount of the fee authorized for an intermodal shipping container permit from an amount not to exceed $2,000 to a fixed amount of $400. The bill would take effect on September 1, 2019.
The Department of Motor Vehicles (DMV) reports that the DMV Board adopted a fee of $1,000 for the North Texas Intermodal Permit. As prescribed in Section 623.0172 (i), of the fee collected, 90 percent is deposited to the State Highway Fund (SHF), five percent to the Texas DMV Fund, and five percent to the appropriate county road and bridge fund (Bowie County). Implementation of the bill would result in revenue losses of $540 to the SHF and $30 each to the Texas DMV Fund and Bowie County for each permit issued beginning in fiscal year 2020. DMV reports that five permits were issued in fiscal year 2018. Based on the information and analysis provided by DMV, it is assumed implementation of the bill would not result in a significant revenue loss to the State.
Local Government Impact
Based on the information provided by DMV, the bill would result in a revenue loss of $30 to Bowie County in the county road and bridge fund for each permit issued.
