No significant fiscal implication to the State is anticipated.
The bill would require the Health and Human Services Commission to establish the Opioid and Substance Abuse Advisory Council to serve as a central location for information on opioid and substance abuse and related research, develop recommend best practices related to opioid and substance abuse prevention and treatment, and make policy recommendations related to opioid and substance abuse prevention and treatment. The council would be required to submit a report with findings and recommendations on January 1 of each odd-numbered year. It is assumed that the provisions of the bill could be implemented using existing resources. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2019.
