Honorable Joan Huffman, Chair, Senate Committee on State Affairs
FROM:
John McGeady, Assistant Director Sarah Keyton, Assistant Director Legislative Budget Board
IN RE:
HB3553 by Farrar (Relating to filing fees for the electronic filing system established by the Supreme Court of Texas.), As Engrossed
No fiscal implication to the State is anticipated.
The bill would amend the Government Code to prevent the $2 electronic filing transaction fee from expiring. The fee is assessed, collected, and retained by local governments and appellate courts to recover system costs incurred for the operation of the electronic filing system. Based on the analysis of the Office of Court Administration, since the fee revenue does not go to the state, no fiscal impact to the State is anticipated.
The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house or September 1, 2019.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
