The bill would amend the Penal Code as it relates to creating a criminal offense of aggravated kidnapping of a child. Under the provisions of the bill, a person would commit a first degree felony if the person intentionally or knowingly abducted a child younger than 18 years of age.
The Office of Court Administration and the Texas Department of Criminal Justice indicate the modifications outlined in the bill's provisions will not result in a significant fiscal impact. This analysis assumes the provisions of the bill addressing felony sanctions would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
