IN RE:
HB3589 by Sanford (Relating to credit toward payment of certain fines, costs, fees, and surcharges imposed on certain offenders before, during, or after a period of confinement for another offense.), As Introduced

The fiscal implications of the bill cannot be determined at this time due to lack of specific case data regarding the number of individuals to which the provisions of the bill would apply.

According to the Department of Public Safety (DPS), in agreement with the Office of Court Administration (OCA) and the Comptroller of Public Accounts (CPA), the fiscal impact of components of the bill cannot be determined.

There is no specific data indicating the number of people with a misdemeanor offense that will serve time in jail or prison for a different offense and owe administrative fees and/or surcharges after the effective date of the Act.

CPA indicated that the fiscal impact to state revenue, while it cannot be determined, is expected to be significant.

Local Government Impact

The fiscal implications of the bill on local governments cannot be determined at this time, but could be significant.
