Fiscal Analysis

The bill relates to the creation of a state repository for open educational resources by the Higher Education Coordinating Board. Under provisions of the bill, the Higher Education Coordinating Board is required to contract with a open educational resource repository to develop and maintain a web portal that would allow access to open educational resources.

Methodology

The Higher Education Coordinating Board indicates they would need to hire a program specialist to maintain the portal at an additional cost for salary and benefits at $59,963 per year. Technology and other start-up costs are estimated at $100,008 in fiscal year 2020 and $28,088 in subsequent years for ongoing maintenance costs.
