HB3668 by Walle (Relating to grants for disaster response by nonprofit food banks.), As Passed 2nd House

The fiscal implications of the bill cannot be determined at this time. The bill authorizes a grant program for nonprofit food banks for disaster response and would be dependent on future appropriations by the legislature.

The Office of the Governor is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the office may, but is not required to, implement a provision of this Act using other appropriations available for that purpose.

The bill would amend the Government Code to require the Office of the Governor to establish a grant program to reimburse a nonprofit food bank for all or part of the costs incurred by the nonprofit food bank as a result of certain disaster related activities. 

The bill would provide the basis for the Office of the Governor to award grants for this purpose, however, the specific impact to the state is unknown as the program would be depended on future appropriations by the legislature and those appropriations are currently unknown.

The Office of the Governor may solicit and accept gifts, grants, and donations from any source for the purpose of awarding grants under this program.

The bill would take effect September 1, 2019.
