The bill would amend the Labor Code relating to the eligibility of an injured employee for lifetime income benefits under the workers' compensation system. Based on information provided by the Texas Department of Insurance, State Office of Risk Management, Texas Department of Transportation, The University of Texas System Administration, and Texas A&M University System Administration, this analysis assumes that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

The Texas Association of Counties anticipates a fiscal impact to the Texas Association of Counties Risk Management Pool and a potentially significant fiscal impact to counties. However, the extent of the impact to counties cannot be determined at this time.
