The fiscal implications of the bill cannot be determined at this time due to lack of information on the number of peace officers and special cattle rangers to which the provisions of this bill would apply.
The bill would waive any fee required for the issuance of a handgun license for active railroad peace officers and special cattle rangers.
According to the Department of Public Safety, there are currently 101 railroad peace officers and 30 special cattle rangers in Texas, and the number of retired railroad peace officers and special cattle rangers is unknown. According to the Comptroller of Public Accounts, without further data on retired railroad peace officers and special cattle rangers, the fiscal impact cannot be estimated, but given the low number of known applicants subject to the bill's provisions that would apply for a duplicate, modified, or renewed license to carry a handgun, the fiscal impact would likely not be significant.
The bill would take effect September 1, 2019.
